The Stage 2 Chain, Step by Step

  1. April 2019 — PRMC-DST-2019-00041 disturbs 12 ha for the Stage 2 dump lift.
  2. June 2023 — land-availability event: NOT_AVAILABLE → AVAILABLE.
  3. June 2025 — the three-yearly ClosureReview finds the Revision A design measuring 14.2 t/ha/yr against a reference of 3.9, and that the STAB-00 visual criterion cannot support a certification decision. Both are replaced.
  4. Sep 2024 – Feb 2025 — four work packages against prescription Rev B: reshape → growth medium → deep rip → direct seed, each closed by a hold-point inspection. Land availability walks REHABILITATION_STARTED → REHABILITATED.
  5. 2021 – 2026 — five annual landform surveys (21.5 → 9.6 → 6.1 → 4.4 → 7.8 t/ha/yr) and five vegetation surveys (54% → 68% of reference cover).
  6. 25 Feb 2026 — 143 mm in 24 hours. Post-event monitoring records 11 rills per 100 m and 0.28 m incision; finding PRMC-FND-2026-00014 raised.
  7. March 2026 — downstream EC hits 1310 µS/cm against a 1200 limit; PRMC-FND-2026-00016 raised and notified within 14 days.
  8. Apr – May 2026 — four criterion assessments: SAFE, STAB and VEG MET, WATER PARTIALLY_MET with the reason stated in limitations.
  9. 18 Mar 2026 — certification lodged with both problems fully disclosed.
  10. 26 Jun 2026 — APPROVED, 12 ha certified, with three conditions. The monitoring condition becomes commitment PRMC-COM-2026-00005.
  11. Still open — the erosion repair PRMC-ACT-2026-00028 is IN_PROGRESS, on certified ground, and the relinquishment readiness review says so.

Rules of Thumb

  • Disturbed, available, rehabilitated and certified are four different numbers. They live in four columns on ClosureDomain and answer four different questions. The LandAvailabilityEvent history is the audit trail between them — read it before trusting the totals.
  • A criterion is not met without an approved CriterionAssessment. The assessment carries the period, the evidence, the confidence, the limitations and three separate people. MET with no assessment behind it is a data error.
  • PARTIALLY_MET is a usable answer. Disclosing it and taking a conditional decision beats deferring the application — the demo takes that path deliberately.
  • Corrections to approved records are superseding rows with a reason, not edits. Plan, prescription, criterion, cost estimate and source document all demonstrate this, and the review that triggered each supersession is on file.
  • Assessed, reviewed and approved are different people — as are prepared / reviewed / approved on prescriptions and estimates, and assigned / verified on corrective actions. The columns are separate on purpose.
  • Certification is per domain; relinquishment is whole of site. You can certify 12 ha of a 120 ha dump. You cannot relinquish until every domain has an answer — including the one that says "not before 2034".
  • A certified area can still carry an open finding. Certification is a decision at a point in time under stated conditions, not a permanent clearance.
