The Application in One Paragraph

Progressive Rehabilitation and Mine Closure runs the closure record for a mine site end to end, from where an obligation came from to the evidence that discharges it. A source authority issues a source document carrying requirements; the closure plan answers them through explicit requirement links, and records the assumptions it rests on and the objectives it pursues. Beneath the plan sits the operational unit: the closure domain, a piece of ground over a spatial area, with an agreed post-mining land use and a set of measurable completion criteria localised to it. Four area states are kept separately and never conflated — disturbed, available for rehabilitation, rehabilitated and certified — with a land-availability event history as the audit trail between them. Against a domain sit the disturbance that created the liability, the approved rehabilitation prescription that treats it, the campaigns and work that deliver it, and the materials and hold-point inspections that prove it was done to specification. Monitoring programs, schedules, events and results generate the evidence; a criterion assessment turns that evidence into a dated, reviewed and approved judgement of whether a criterion is met. Only then can a certification application proceed, carrying each criterion and its assessment, and only when every domain is certified or accounted for can a relinquishment application be lodged. Around that spine run the closure risk register, the findings and corrective actions raised by exceedances and failed assessments, the stakeholder engagement and commitment record, the versioned cost estimate reconciled against actual expenditure, and the periodic and triggered closure reviews that send the whole thing back around. A criterion is never met without an approved assessment behind it, and approved plans, prescriptions, criteria, assessments and estimates are superseded rather than overwritten.
